Refugee students struggling with English are still required to take the STAAR test

Refugee students were required to take the state assessment, or STAAR test, within one year of entering the school system starting in the third grade.

Education leaders believe it’s unfair for students like Ambrazian Muangara. At the airing of this story, she was a junior at Cooper High School in Abilene, Texas. Six years ago Ambrazian and her family came to Abilene from the Congo. She is part of a larger political refugee population. Representative Susan King (R) was in the process of passing a bill to revise this requirement.
